“Draw again” sets this one aside for the rest of the session — the skip list lives in the URL and nothing is written to the database. That includes the rotation: it travels in the query string and comes from roster.local.json, and there is no rotation column anywhere for it to be written to.

The draw reads the opaque resident ID only. It hard-excludes what they have already been taught and weights areas of the outline they have not seen — no name reaches it, because none is stored where it can look. Rotation is read from roster.local.json or from this dropdown and is never stored in the database: a per-resident rotation schedule in there would identify people, which is what the opaque ID exists to prevent.
